Building a security-conscious culture to counter one of rail infrastructure’s most critical vulnerabilities.
Network Rail (NR) operates in an environment where secure technology deployment directly impacts passenger safety, operational excellence, and the railway’s capacity for innovation. Cyber threats targeting rail infrastructure carry a Level 0 classification – the highest severity designation. While NR has established comprehensive technical safeguards, sustainable protection requires cultivating an organizational mindset where security-conscious behavior becomes second nature. Employees across every function must instinctively recognize, prevent, and respond to emerging threats. The security leadership team consolidated their efforts into a unified program, enlisting Afiniti to amplify the initiative’s impact on workforce behavior throughout NR.
Our Solution
Recognizing that lasting behavioral transformation unfolds over time rather than through single interventions, our framework integrated immediate engagement tactics with enduring capability-building tools – resources designed for ongoing use by business units to reinforce security awareness. Afiniti collaborated with the program leadership to:
- Design a compelling Cyber Security narrative aligned with existing communications and featuring actual employees
- Energize and support the Security Champions network through interactive seminars, performance dashboards, awareness materials, and turnkey presentation resources
- Develop eight videos bringing the Program’s ‘Eight Asks’ to life through authentic employee narratives
- Craft an animated storytelling piece articulating each person’s contribution to defending against cyber threats
- Build a complete ‘Event in a box’ toolkit for deployment across multiple sites, encompassing signage, materials, promotional campaigns, and feedback collection
- Generate ongoing campaign assets, including flyers and posters, empowering Champions to advance Cyber Security messaging in contextually relevant ways over time.
The Differences We Made
- We strengthened and reinvigorated the Security Champions network with resources to communicate a coherent cyber security story to frontline managers, incoming staff, and executive leadership
- We built workforce pride through peer-driven sharing of real employee experiences with cyber security challenges
- We expanded awareness and understanding across teams on threat recognition and risk mitigation, ensuring messaging resonated with individual roles and responsibilities
- We developed adaptable and self-sustaining Roadshow capabilities – a comprehensive ‘event in a box’ ready for execution by local teams and managers
- We connected with the organization’s geographically distributed workforce through data and scenarios directly relevant to their daily work
- We fostered a deepening culture of security vigilance where employees increasingly feel empowered to speak up and question potential risks
